Best place to learn Spanish in Latin America?

I really have been wanting to study abroad lately. I'm looking for a destination where the accent isn't too quick, where I won't encounter too much English, and I would prefer some place with a beach because I have never been to a real beach. I plan on studying in the Summer and home stay is definitely the only option. I've heard different things like Mexico, Peru, and Colombia. Thanks!
