My dog has been having "asthma attacks" they last 5-10sec and not always when she's excited what could it be?

She's a 1 1/2 yr old chihuahua it's been happening for as long as we've had her she hadn't had an episode in almost 2 mo and today she's had countless it sounds like she's struggling to bring air into her lungs almost like she's congested please help
