Is it that easy to cheat Malaysians through various scams ?

I am a foreigner. I heard the private colleges in Malaysia issue student visas easily for the Africans and they don't need to be in colleges to study but can hang around at Cyber Cafes send out emails to cheat Malaysians to find money for food, consume liquors and hang around. with local girls? I heard the immigration, police and including education ministry officials receiving bribes from the private colleges for not taking any actions with the Africans involved in many illegal activities in Malaysia? So even your new Prime Minister YAB Najib also close eyes? New Broom not sweeping well? Ha Ha Ha
